Ok so you fitted the whole turbo that had the same actuator part number as your original. It was just a thought.

Do you have the second actuator at hand?
I first ordered actuator....i fitted...no change...returned actuator and ordered whole turbo....fitted and binned old as the vanes were stuck...it was 200e for the turbo.... It was matching car...and went to reputable bmw used parts...one of the best in country....

New i have to manually adjust the actuator to suit....as if its wrong it gives me and overboosting error....so had to find position when i can drive the var without throwing an limp mode.... The car is flat but being driven daily...

I wonder if i can just test the actuator by plugging it on spare 12v battery...just to see if the actuator motor inside operates...and moves the arm....if so then i would have few possible issues but at least an answer.... 1. Connection issue or ecu issue...

Pin 2 and 4 reading 11.8v
Pin 1 and 4 reading 11.8v
1 and 3 reading 1v
2 and 3 reading 1v

So there is power for sure
Like I said previously I do not have the circuit diagram that you have in ista or what type of actuator you have on the turbo or if it is the correct one.

Are those values at the 5 pin loom plug with the actuator unplugged?
Can you post the wiring diagram that you get in ista?

So actuator working when 12v in pin 1 and pin 2 present...actuator moving up and down respectively..... But on the car plug there is not power between pin 1 and pin 2 even under load..there is power in pin 1 and pin 4....will post the diagram now

So long as you have 12v at pin 1, good ground at 2 and 3 & 4 continuity back to DDE is good then it can only be the DDE at fault.

on live data what is the boost pressure pre and post starting?
I am not familiar how to monitor pressure or perform such a test.... I have ista+ running but not very knowledgeable... Can you advice how to check it and get the stats please.... I thank you for input...
I tried reving the car while measuring power with secondbperson...no change... 11.4v at pin 1 and pin4 ....

Please note

Before start

State 9.99%
1027.97mbar

After start
State 91%
1019.92mbar

When reving engine it goes over 1100 no more then that
