2005 e53 x5 remote central locking issue

Hi all purchased my first bmw yesterday which came with only 1 key and the central locking wasn’t working. I did some research and found out that the battery’s in the keys are a nightmare to change so knowing I needed a spare key I called out an auto locksmith. He came out today and said the key was definitely dead but while trying to programme the new key there was no response from the car. He tried different sequences and a few different keys with no luck. He said it was probably due to a faulty central locking module or fuse.
After looking in all fuse boxes I found the one in the boot seemed to have the correct fuse I was looking for but had 2 rows of small fuses on the diagramme but actually only one row of small fuses with a row of 3 big fuses above one of which is missing.
If anyone could shed some light or maybe point me in the direction of something to try to get the problem sorted I would be extremely greatful as I cannot lock the car at the moment.

That drawing is showing 1 row of fuses not 2? The 3 big fuses you refer to are relays.
As central locking is working that suggests it’s how the car receives the key signal is at fault rather than the central locking itself.
Best course of action is a scan of the cars modules now the basics have been checked
