It's likely to be non moving turbo vanes.

Check the vacuum hoses to splits first, and see if the turbo actuator is free to move, as they can get coked up and stick.

 

That's what i was thinking, what's the best way to clean/de coke the turbo I have seen a few people recommending the innotec turbo cleaner around £35 on ebay but unsure if it's any good

 

I'd change the boost pressure sensor approx £50 on ebay for a new one

 

I'm not sure how well chemicals will work, but others have stripped the turbo down and cleaned it the physical way.

 

What would you recommend? Taking the turbo off the car and cleaning it properly?

 

Eventually, but first off I would be checking the vacuum system and the actuator, to make sure it is getting the vacuum power it needs.

See if it moves on starting and stabbing the pedal, try moving it by hand, and also diagnostics can set it to move.

 

Like already said check if the rod from turbo vacuum bell pulls the vanes closed when engine is started. This can be done without removing anything from a suitable angle above with a flash light. Most likely the vanes are not moving because there is no vacuum. Then check the vacuum hoses. Most probable place for perished vacuum hose is on top of engine where the long hose comes from under intake manifold to vacuum reservoir near turbo.
