This is usually either one of the wheel speed sensors has gone or potentially its a fault in the ABS controller. Since you've swapped the controller already its going to be one of the sensors. What are you using to read the codes? That error can simply mean your OBD cable isn't getting the correct signal on one of the pins.

 

I am using a laptop with inpa and also a scan gauge. The wheel sensors are all reading correctly on inpa and scan gauge. Maybe the abs unit I got is faulty. I really am a at a loss with it. Thank you for your reply.
This only happened when the battery run low as was working at the tailgate and didn't realise lights were on!

 

The root cause of the trifecta of lights and a persistent error saying one of the sensors is faulty may be a simple one. There's a weakness in the design of the controllers. Take a look at this and you'll get a better picture of what the fault is likely to be.

Essentially its just a poor contact with one of the bridging wires.
