heater works when it wants to its got the digital display for the climate control any ideas

the display works as it should but when you press tthe button to increase the blower power the fan speed doesnt increase

1.Does the fan speed go up and down sometimes on it's own? and the fan stop and start on it's own?
2.does the display stay on all the time it's doing this?
