Give the handbrake shoes a clean up, loosen whatever it is thats causing it to sieze. Most likely old cables replace the cables, shoes amd fitting kit and it will be perfect. If you dont want to spend money just take them apart and clean up and grease the springs.

^^^ Greasing the springs wont do anything but clean up the surface of the shoes, make sure the drum isnt rusted and fooked. There is also an arm that goes from one shoe to the other that acts to create even pressure on the shoes when operated make sure this moves freely.

Also whip off the leather boot on the handbrake inside and make sure that the cables havent been adjusted to the max.
