i would like to be able to alter the coding for things such as

    NSL_ALS_STANDLICHT Fog-lights as parking light aktiv / nicht_aktiv
NSL_ERSETZT_DEFEKT_BL Fog-lights instead of defective brake lights. aktiv / nicht_aktiv

You'll want an INPA lead, with the software and that includes NCS Expert which is the software to do it.

I have an OBDII lead that i have used with Navcoder...is that the same as an INPA lead?

My lead looks exactly like this, but this is not where i bought my lead from, so as i said it 'looks' the same, but may not be the same.

Also where would i get the software? there are alot of places seemingly offering this software for free, but nothing is free! I want the real software not some hacked full of virus free download?

If you want to play it safe then this is probably the best option BM Technic | BMW Diagnostic Cable | BMW Diagnostic Software « Diagnostic & Coding Cable with software for BMW. Automatic One Click Software Installation and BMW Cable with Ignition Detection. or the link you posted but its installation is very detailed as opposed to bmtechnics.
