This is my 1st time posting a new thread, so go easy on me lol. I have a 1998 e36 316i SE Sedan/saloon. As the title states, my tachometer is about 400-500rpm out of sync. When I switch the odometer to show the revs in digital (below the speedometer), it shows that the car idles and revs normally (i.e. the digital part shows 700-900 on idle, but the analogue needle shows 1300-1400rpm). Same thing when i'm revving the car, the analogue tachometer will always be 400-500rpm higher than the actual rev of the car. Also, when I switch the car off, the needle will drop to about 400rpm and not 0rpm (I'll add a pic at the end of this post), only when I remove the key from the ignition or turn the headlamps off, then it will go to 0rpm. It was like this when I bought the car, but it hasn't bugged me until recently. I'd like to fix all the small problems that my BMW has, now that I'm on holiday from uni. Oh, and when i leave the headlamps on and remove the key from ignition, the odometer reading goes a lot brighter than normal.
I'm going to replace my handbrake light soon as that's blown, so I'll be removing the instrument cluster at the same time I might as well add those chrome rings, too. All other bulbs and needles work. Instrument cluster hasn't been taken from another car as MOT certificate backs up the mileage on the car. Does anyone know what causes it and how it fix it? Will unplugging and plugging back the cluster solve this? (I have to do this anyways when replacing my handbrake bulb)

See, it states its 400rpm, but the car is actually off. (key's in the ignition)
