    windscreen wipers stop working for no apparent reason but if i turn the engine and ignition off and back on, the wipers will work again intermittently.

    Might be by design.

    Intermittant setting stops wiping when car is stationary.

    Slow wipe setting goes to intermittant when the car slows to stationary.

    the wipers stop whilst the car is still in motion and the wipers are in full use

    You need to check out the wiper relay. Was a common problem for E46 models.
