Is this a new problem or something you bought the car with?
Any elec problem on bmws I would say check the wiring from the boot to tail gate at the hinge as it causes soo many weird problems.
Check your clusters don't have corrosion causing a short.
You mention fog lights but i'm sure the car only has one.
Is the correct bulbs in the correct slot?
Might be daft things but always worth a mention

there may be people selling them in the for sale section but you will not be able to access this area of the site so i would suggest ebay

    good luck
