your running a heavy engine up front so you will always have some under steer it was designed into the car to make them safer and more dosile for normal drivers....it needs to be low and stiff and if you loose a little grip on the back end this also helps..m3 struts and hubs also help...
id go for tyres first had mine understeer in the wet once slightly as i have crap tyres on mine still but hte back has gone lots of times before the front
yeh its always front going for me, never back, there's the odd times i can get a good drift in the wet but only once in a blue moon, tires arnt anything special.
i have a 1999 mtec and all i have done is front powerflex bushes and fitted bridgestone potenza re050 tyres, no understeer at all, i drove a mates with shitty tyres on and it was a right pig.
get some good tyres.
