Also how much should I be expected to be charged to get the following done:

    remove swirl flaps with blanks
change fuel filter and breather (breather should be vortex type as told by members)
    clean erg and manifold

    air filter
    oil filter

To give you a guide Quarry Motors in Sheffield will charge £160 to remove the Swirlflaps and replace with blanks, £255 for an inspection 2 service which will include air and fuel filter and I would have though will fit a Vortex breather in that cost as it is a 5 minute job once the air filter housing is off, the breather costs £46. Combined I would take about £30 of the total cost as they will have had to remove the engine covers to change the air filter

Most garages will clean the EGR valve for you but not the inlet manifold, they usually say buy a new one! Expect another 45 mins of labour to clean the EGR

You can easy do the all those jobs yourself and save a fortune. It take 2 hours to remove manifold, swirl flaps and blank them out and another hour to clean EGR and manifold. When put blanking plates, used small amount liquid gasket around O rings on blanking plates as this will ensure that no air leak will occur. Check your vacuum pipes when manifold if off as they could be replaced with new once at the same time, and dont forget to blank out vacuum pipe that goes to servo on swirl flaps to prevent vacuum leakage. Breather filter on ebay cost £10, you dont have to replace all assembly, just cylinder shape filter inside and gaskets. And test your glow plugs as you be as well to replace glow plugs when manifold is off, but if they all working than its up to you if you want to change them.
PMB do swirl flap removal for around £150, Service should cost around £200
