    The wheels are no biggy.
    The main cost will be cutting out the rust and welding in new metal - its the only way to get rid of the rust. I've heard lead will stop rust from coming through so maybe worth asking around your area if anyone does that kind of thing..

    for 4k its not worth fixing but thats a rip off
    To do list:

    lip spoiler
    carbon fibre interior trim
    paint kidney grill
    tint windows
