I have a 316 e46 saloon 2001 prefacelift, and am wanting to change the front bumper to a facelift one. Will it fit? and will i need anything to make it fit or is it just a straight swop?

Best way to check mate is via RealOem - get the part number for a pre and post face lift car and see if there is a difference.

As far as I am aware, there is no difference in the bumpers.

Surely as the bumpers differ they will have different part numbers.
