You saying you blocked off the vacuum pipe and the flap stays closed?

no i havent blocked of the vaccum pipe yet i was told the flap should open and close after 3000rpm and but mines is jammed shut you should be able to push it open with your finger but mine wont budge at all so even if i remove vaccum it still will just be blocked shut...

iirc you open it by pushing the right side of the valve inwards, valve should be open when engine is off, so if yours has been shut for a while it must be blocking the exhaust gasses from escaping properly, get it opened up.

it is probably seized on the linkage/bushings, but it will ae fine if you jam it open.
