E36 2000 318ti compact air leak

My car has developed a hissing noise that can be heard when you turn the car off. It sounds like its comming from the area under and behind the big pipe from the air box.. But deep into it. I've tried to follow the small pipe that leads off of the big air box pipe, but that goes deep into the engine and I can't see where it connects or what it connect to at that end.. After it stops hissing, you can hear a slight gargling sound.

The car had its mot today and it went through. I had the codes read and there were no faults or misfires etc. the car is down on power more often than not tho.

Can anyone shed any light on that small pipe and what it does, where it goes? Do you think this is the reason the car is down on power?
